Vampires have no place in modern society. Stripped of their education and forbidden to drink blood, they're treated like the soulless mozzies (mosquitos) they are.

Being monitored by the government doesn't stop a spate of attacks and disappearances from happening, though. Nor does it stop Elise Knight's uncle from running a secret boarding school for them.
